Ian D. Fiske is the Chief Counsel for the Office of the Principal Legal Advisor (OPLA), Orlando. He received his B.A. from Queens College in Charlotte, North Carolina, his M.A. from the Department of War Studies at King’s College London, and his J.D. from the University of Virginia. Upon graduation, Ian joined the Department of Homeland Security’s Office of General Counsel as an Honors Attorney, spending time at the Cybersecurity and Infrastructure Security Agency (formerly known as the National Protection and Programs Directorate) and the Transportation Security Agency’s Office of Intelligence. He then left Washington to join ICE OPLA in El Paso, Texas, transferred to Arlington, Virginia, and finally returned home to Orlando, Florida. In 2016, Ian was selected as a Deputy Chief Counsel, where he managed a portfolio including legal service to Enforcement and Removal Operations, the detained docket, claims to U.S. citizenship, and federal litigation. He was promoted to Chief Counsel in 2018.
Assistant Chief Counsel Karen Emiko Makkreel began her career in 1995 with the Department of Agriculture, Washington, D.C. and joined the U.S. Customs Service as a staff attorney in 1996. From 1999 to 2002, she served as an Attorney Advisor with the Office of General Counsel, U.S. Department of Treasury.
Since 2002, Ms. Makkreel has served as the Assistant Chief Counsel, Tampa, Florida. She serves as the legal advisor to all of the CBP components in the Middle and Northern Districts of Florida, including the Office of Field Operations, the Office of Border Patrol, the Office of Air and Marine, and the National Law Enforcement Communication Center.
A native Californian, Ms. Makkreel graduated in the top twenty percent from the University of California, Hastings College of Law, San Francisco, California in 1994. She received her bachelor’s degree in Sociology with minors in Political Science and History, cum laude, from the University of California, San Diego in 1991. Prior to joining the executive branch, Ms. Makkreel worked for the late Congressman Robert T. Matsui in the U.S. House of Representatives. Ms. Makkreel was the recipient of the Commissioner’s EEO/Diversity Award in 1999, the Commissioner’s Best Practice and Innovation Award in 2007, and the Office of General Counsel’s One OGC Award in 2014.
